Венецианская комиссия сегодня приняла заключение, касающееся принятых 7-9 июня решений Конституционного суда Республики Молдова, передает МОЛДПРЕС.

Венецианская комиссия констатировала, что не было четких условий для роспуска парламента в Республике Молдова 7-8 июня 2019 года.

Кроме того, эксперты комиссии считают, что Конституционный суд нарушил собственные процедуры и принцип равенства сторон во время политического кризиса в стране.

По мнению экспертов комиссии, важнейшая роль Конституционного суда заключается в поддержании баланса между ветвями власти и действии в качестве арбитра, соблюдая решения, к которым пришли законные институты с демократической точки зрения.

В документе говорится, что роспуск парламента был основан на предполагаемом истечении трехмесячного срока для формирования правительства после выборов 24 февраля, и констатируется, что процессуальные права президента и парламента серьезно пострадали от количества и скорости решений, принятых Конституционным судом.

Венецианская комиссия высказалась насчет ситуации в Республике Молдова по просьбе генерального секретаря Совета Европы Турбьёрна Ягланда.

Вскоре после оглашения решения Венецианской комиссии глава государства Игорь Додон выступил с реакцией, отметив, что, по его мнению, «единственный путь к восстановлению конституционной стабильности — это отставка всех судей Конституционного суда в полном составе».

Парламента РМ. – Венецианская комиссия еще раз подтвердила законность всех процессов в РМ, которые имели место, начиная с 8 июня. Также это является вотумом недоверия членам Конституционного суда, и не только пока еще действующим, но и тем, кто позволял отстранение президента в течение последних 2,5 лет. В связи с этим считаю, что единственное решение для возвращения доверия к КС – это отставка всех судей Конституционного суда в полном составе и назначение на их должности независимых, профессиональных людей, – сказал он. Напомним, что сегодня Венецианская комиссия в пух и прах разбила своим докладом все последние решения ДПМ и КС, а также постановила, что демократы незаконно отстраняли Игоря Додона от должности президента все 2,5 года.

Спикер парламента Грузии Ираклий Кохабидзе ушел в отставку, сообщил генеральный секретарь партии „Грузинская мечта” Каха Каладзе.

„Принятое решение является ответственностью перед народом”, – заявил он, передает ria.ru

На этой неделе в грузинской столице прошла 26-я Генеральная сессия Межпарламентской ассамблеи православия. В ней приняли участие делегаты из России во главе с президентом МАП Сергеем Гавриловым.

Он открыл сессию, сидя в кресле главы парламента. При этом, как подчеркнул депутат, на место спикера его посадила грузинская сторона „согласно протоколу подобных мероприятий”.

Это вызвало недовольство со стороны оппозиционных депутатов из „Единого национального движения” и „Европейской Грузии”, которые покинули заседание.

Затем здание парламента захватили радикалы. Участники акции призвали российских делегатов немедленно покинуть Грузию. Кроме того, они потребовали отставки спикера Ираклия Кобахидзе и главы МВД Георгия Гахария.

В пятницу начался антиправительственный митинг, в результате столкновений полиции и протестующих пострадали по меньшей мере 240 человек.

В российском МИД заявили, что Москва возмущена действиями радикалов.

ДПМ приглашает представителей ПСРМ и блока ACUM на переговоры, чтобы найти решение по преодолению политического кризиса, заявил на брифинге вице-председатель ДПМ Андриан Канду.

„Как советуют нам партнеры, мы приглашаем к политическому диалогу сегодня парламентские партии, в частности, представителей ПСРМ и блока ACUM. ДПМ создала команду для переговоров, в которую не входят руководители ДПМ”, – сказал Канду, передает ria.ru

По его словам, на сегодняшний день в Молдове сложилась двойственная ситуация: с одной стороны, есть решение о роспуске парламента, назначена дата досрочных выборов, с другой стороны, есть депутаты, которые „настаивают на определенных действиях”.

„Мы думаем, что юридических решений в подобной ситуации практически нет, нравятся нам или нет решения Конституционного суда, но это единственный орган в стране, который интерпретирует конституцию, и все обязаны соблюдать закон. Мы считаем, что политическое решение можно найти только путем диалога, спокойного, без эмоций и провокаций”, – сказал Канду.

Он добавил, что Демпартия осознает ответственность перед гражданами и опасается, что политический кризис может затронуть в первую очередь государственных служащих и бюджетных работников. Демократы продолжают придерживаться мнения, что лучшим вариантом на сегодняшний день остается проведение досрочных выборов, хотя они готовы обсудить любые опасения других политических сил.

Резкая смена погоды, ливни, град и шквалистый ветер – все это обещают молдавские синоптики в ближайшее время.

Государственная гидрометеорологическая служба объявила в четверг „желтый код” метеоопасности в связи с грозами, ливнями и сильным ветром. Предупреждение действует до 23.00 текущего дня.

„В указанный период ожидаются грозовые дожди, временами сильные (15-25 литров на квадратный метр), с градом и усилением шквалистого ветра, порывы которого достигнут 15-20 метров в секунду”, – сказано в сообщении Госгидрометеослужбы.

„Желтый код” предполагает, что погодные условия потенциально опасны. Ожидаемые метеорологические явления обычны для территории страны, но временами могут угрожать отдельным видам социально-экономической деятельности.

Кроме того, до 7 июня продолжает действовать предупреждение гидрологов в связи с „формированием интенсивного склонового стока”. На отдельных малых реках и водотоках возможен подъем уровня воды на 0,5 – 1 метра.

Риски в связи с „желтым кодом”:

вероятность поражения молнией людей, находящихся на открытом пространстве;
вероятность повреждения линий электропередач и электропроводящих объектов, встроенных в различные ансамбли, в том числе жилья;
отрицательное влияние на физиологическое состояние растений;
угроза возникновения пожара.

Синоптики рекомендуют:

не покидать здания без лишней необходимости;
находиться вдали от объектов, в первую очередь металлических, которые могут послужить проводниками электричества, например: электрический кабель, телефон, телевизор, водопроводные трубы и так далее, также должны быть закрыты все окна и двери;
отключить от сетей электробытовую технику;
находиться вдалеке от высоких деревьев, особенно, если они растут изолированно;
чтобы избежать удара молнией при отсутствии надежного убежища, в открытом поле, наилучшее положение – свернуться клубком, колени к груди (такое положение позволяет избежать прохождения электричества через жизненно-важные органы), вдали от других людей или животных;
при следовании в автомобиле, самое безопасное – закрыть все окна и не выходить из автомобиля
